The Work House Master is a villain of a rare form but prized by the House of Rods. The Master has the supernatural ability to lull other life forms in a fugue state where performing repetitive mindless tasks is all they can do. The younger and weaker the target life form the stronger the effect. This ability makes the Master ideal for overseeing the orphanage workhouses the House of Rods operates. Each day with clockwork precision millions of young life forms arise in daze and spend hours working some meticulous task. The Master knows his power is greater over the weak so workhouse rations are kept to a controlled amount of gruel that keeps the workers alive and little else. Years of overseeing the production of everything from prayer robes to bullets have made the Work House Master very wealthy and somewhat indispensable to the House of Rods. The Master is rumored to wish to advance in the Theocracy but is simply too valuable where they are to the House.
The Work House Master is a cruel and pitiless villain filled with spite for his charges due to believing his excellent performance at his duties has built a roadblock to ambition. The Master is not satisfied with merely enthralling orphans for wealth, the Master wishes to take on more challenging schemes and victims.
