The Commissar is a villain of questionable reputation in some circles. During the Multiverse War the Commissar gave rallying speeches and led grand campaigns for the dark forces which exhibited a gift for military zealotry. However, the Commissar was indicted for war crimes by a tribunal at the Armistice Conference and as such cannot enter Grand Alliance controlled Realities, roughly two thirds of the charted Multiverse. Other villains don’t’ fault the Commissar for the crimes only for the blunder of getting caught, which many feel is sloppy for a villain of the Commissar’s level and position in the House of Swords. Connections in the House of Rods and a close relationship with the Grand Marshal has preserved the Commissar’s position for now but this Occularium and Shuffling could mean a real threat to retaining the Knight of Swords position.
The Commissar is a charismatic and cunning villain who uses the zealotry of others to their own ends. One slip up too many has cost the Commissar reputation and brought vultures looking to take the Commissar’s position and power base for themselves within the Arcane Theocracy. The Commissar must fend off these threats while gaining more powerful contacts and allies at the upcoming Occularium to maintain their position in the House of Swords.
