The Cardinal is one of the more openly zealous villains in the Multiverse. Brought up in the House of Rods from birth the Cardinal was groomed for this this post by years of dark rituals and the cut throat hierarchy of the Rods which only allows the strong to rise to the top. For the Cardinal the Seven Tenets are not just legal code or code of conduct, they are the ancient ways of the villains long past crafted so that simpletons and fools might succor from their wisdom even though they are not worthy of the legacy of the villains that came before them. The Cardinal believes that the current Theocracy is a shadow of it's former glory and that only a more rigorous application of the Seven Tenets will restore the proper balance. It is rumored the Cardinal wishes to take the vacant seat of the Hierophant on the Council of 21 but hasn't had a Shuffling to do it. This Occularium presents the Cardinal with the best opportunity to advance and empower the Rods mission to advance righteous villainy.
The Cardinal is a villain with a deep belief in a code, this makes a most dangerous villain indeed. As the head of the House of Rods the Cardinal wields incredible influence and power within the Theocracy but still feels that drastic political moves and measures must be taken least the Theocracy be over run by bankers and mobsters.
